If we cannot get a total ban on all fox hunting, then their dangerous dogs, bred for their aggression, need to be controlled. It is not possible in today's urbanized society for hunts to control large packs of hounds, and this has been repeatedly demonstrated with numerous incidents yearly of people, pets, livestock and wildlife being harmed as a result of these activities.
Ban Trail Hunts From Using More Than Two Hounds
"Since the ban in 2004 people are still able use dogs to simulate hunting, including ‘trail’ hunting. While these 'hunts' are only intended to simulate hunts, there are too many cases of foxes and even domestic animals being killed.
We are asking the Government to enforce & to strengthen the existing Hunting Act to include a ban on simulated ‘trail’ hunts going out with more than 2 hounds. This should help to prevent any accidental killings. This would not affect ‘Clean boot’ or ‘Drag’ hunts."

"Hunting wild mammals with dogs was banned in England and Wales by the Hunting Act of 2004: National Trust land is no exception.
The law does allow what is known as trail 'hunting' to continue. This activity involves people on foot or horseback following a scent along a pre-determined route with hounds or beagles. It effectively replicates a traditional hunt but without a fox being chased, injured or killed.
We paused trail hunting on National Trust land last year (2020) following leaked Hunting Office webinars and a resultant police investigation. We’ve been listening carefully to both sides of a highly polarised and passionate debate around trail hunting and will be considering a number of issues before reviewing our position on trail hunting later this year. This means we will not be operating the usual licence application process during this period."
